The Tibet issue is China's core interest, which involves China's state sovereignty, and no country or power is allowed to interfere with it. Recently, however, the United States has promoted the Tibet Policy and support Act of 2019 in a high-profile. The bill was passed by the House of Representatives in January this year, and the U.S. Senate Foreign Relations Committee held hearings on May 14 to pave the way for passage in the Senate. At the same time, the United States passed the Uygur Bill of Rights 2020, which means that it is only a matter of time before the US Tibet-related bill is passed and sent to the US president for signature. The process of the bill reflects many problems and is worth pondering. First, "Tibet-related and anti-China" has become the basic consensus of members of both parties in the US Congress, and to some extent reflects the deterioration of the overall attitude of American society towards China. In September 2019, Congressman McGwen, the chair of the Congressional and Executive China Committee, and Senator Rubio, the co-chair, introduced the bill in the House of Representatives and Senate respectively. On December 18 of the same year, the Foreign Affairs Committee of the US House of Representatives passed the bill without objection. According to McGwen and Rubio, the purpose of the bill is to "strengthen the support of the United States for the Tibetan people's struggle for human rights, religious freedom and true autonomy." It can be said that "Tibet-related anti-China" has become a basic consensus in the US Congress, or a kind of "political correctness." The introduction and promotion of the bill shows that the US anti-China forces are vainly trying to increase their intervention in the "Tibet issue" in an all-round way and are ready to intervene in the "Tibet issue" for a long time. At the same time, members of Congress in the United States are elected by voters, and the choice of most members of Congress can be said to represent the public opinion of the United States in some circumstances. To a degree, it also reflects the deterioration of the attitude of American society towards China as a whole. Secondly, while promoting the Tibet-related bill, the United States is also actively promoting the introduction of Hong Kong-related, Taiwan-related, and Xinjiang-related bills, indicating that the United States has taken multiple measures and made use of other hands to contain China. In pushing forward the Tibet-related bill, the United States has seriously violated the basic norms governing international relations, grossly interfered in China's internal affairs, and sent a serious wrong signal to the "Tibet independence" separatist forces. At the same time, from October to November 2019, the US House of Representatives and Senate successively passed the Hong Kong Human Rights and Democracy Bill to actively intervene in Hong Kong affairs; at the end of March this year, US President Trump signed the so-called Taiwan Alliance International Security and Enhancement Initiative Act 2019 (referred to as the Taipei Act), which has further added waves to the already restless Sino-US relations and the situation in the Taiwan Strait. On 14 May, the US House of Representatives passed the Uygur Human Rights Policy Act 2019, distorting and discrediting China's efforts to de-radicalize and combat terrorism, groundlessly accusing the Chinese Government of its policy of governing Xinjiang and grossly interfering in China's internal affairs. Recently, the United States has adopted a tough strategy toward China, frequently taking action on China's surrounding areas and related issues, and creating a series of activities to curb China and control China. This is part of a combination of US interference in China's internal affairs. After interfering in the issues of Xinjiang, Taiwan and Hong Kong, the United States once again launched an attack on China. It shows that at the time of the arrival of the novel coronavirus epidemic, the US Government, like other governments, has not devoted its main energy and resources to domestic protests, but on the contrary, in order to show the existence of its hegemonic status, it has caused trouble on sensitive issues such as Tibet, Xinjiang, Hong Kong, Taiwan, and so on, making Sino-US relations, which is already deteriorating, even worse. The aim is to adhere to the Cold War mentality, pursue the strategy of containing China through "hard confrontation", harm China's core and major interests, and curb China's development in a comprehensive way of pressure. Third, the US Tibet-related Act has sinister intentions, and its negative impact is worthy of vigilance. The Tibet Policy and support Act of 2019 is considered to be an upgraded version of the Tibet Policy Act of 2002. it involves the regional definition of "Tibet", the functions and powers of the so-called "Special Coordinator for Tibet Affairs," the status of the "Tibetan Administrative Central Committee" and Losang Sungen, the way of interfering with the Dalai Lama's reincarnation, and the amount of annual allocation related to Tibet. Its wide coverage, strong policy strength and strong ideological color are unprecedented. The introduction and promotion of the bill shows that the US anti-China forces are vainly trying to increase their intervention in the "Tibet issue" in an all-round way and are ready to intervene in the "Tibet issue" for a long time. The aim is to play the "Tibet card" against China and cause chaos in Tibet and the vast Tibetan areas, so as to harass, sabotage, disintegrate and strategically contain China. In essence, it interferes in China's internal affairs under the banner of "legality" as an important means of curbing China and controlling China. It is not difficult to see that the main reason why the United States wants to introduce this bill is that the anti-China forces in the United States believe that the "Tibet Policy Act of 2002" is no longer sufficient to provide "legal support" for the United States to continue to interfere in the Tibet issue in the future. new laws must be passed to provide a "legal basis" for subsequent interference in the Tibet issue. With sinister intentions, he is doomed to failure. Tibet has been Chinese territory since ancient times. Tibet affairs are purely China's internal affairs and do not allow any external forces to interfere. Over the past 60 years, Tibet has made historic developments and changes in economic, social, cultural, ecological and other fields. At present, Tibet has sustained and healthy economic development, the overall social situation is harmonious and stable, people of all ethnic groups unite and help each other, religious harmony and Buddhist harmony, cultural prosperity and development, a good ecological environment, and the continuous improvement of people's living standards. The people of all ethnic groups in Tibet wholeheartedly support the policies of the Chinese government and the government of the Tibet Autonomous region, and are working hard with the people of the whole country to build a moderately prosperous society in an all-round way. This represents the will of the people and is unstoppable by any force. In recent years, the international community has become more and more aware of the real situation in Tibet and has increasingly understood and supported China's Tibet-related policies. The US side should take an objective view of Tibet's economic and social development achievements, fully recognize the high sensitivity of Tibet-related issues, immediately correct mistakes, stop using Tibet-related issues to interfere in China's internal affairs, and do more things conducive to mutual trust and cooperation between China and the United States, rather than the other way around.
