Pakistan Fetches $30 Million from Sale of Spectrum in AJK, Gilgit-Baltistan

Pakistan Telecommunication Authority on the direction of Ministry of Information Technology (IT) issued ‘’Information Memorandum’’ on the behalf of which, Pakistan Telecommunication Authority (PTA) on 9th September 2021 conducted an auction of 1800 and 2100 MHz spectrums for the Next Generation Mobile Service (NGMS) in Pakistan, Azad Jammu and Kashmir (AJK) and Gilgit-Baltistan (GB). The 18-round auction, conducted online on the instructions of Ministry of Information Technology, brought $309 million to the Authority’s coffers against an expectation of $1 billion. The situation was quite disappointing in Pakistan where only one company participated in the process; total Spectrum won by Ufone is 9 MHz in 1800 MHz band which is 70.3% of the total offered spectrum. However, the situation was encouraging in Azad Jammu and Kashmir (AJK) and GB where all the telecom companies Telenor, Ufone and Zong and Jazz participated in the event. The Authority fetched $30 million from AJK and GB. The reason for having huge revenue generation in the autonomous regions of GB and AJK was the potential there. Besides the need for value addition, it is one of the government’s concrete steps to improve the livelihood of the masses in the region, and the telecom giants showed their keen interest in it. In GB and AJK, Zong won $14.398 million bid for 10 MHZ in the 1800 MHz band out of $30 million. Background: Pakistan’s economy is just taking off; auction of the spectrum also sends a positive signal to foreign investors. The demand for spectrum in Pakistan is increasing day by day, beaming positive signals to the foreign investors.  A spectrum can be resold again and again and leased out for a period of 15 to 20 years. According to the Pakistan Telecommunication Authority (PTA), there are 104 million broadband subscriptions in the country out of which 102 are mobile users. So, the need for spectrum turns into countless importance specially in far-flung areas of Pakistan which not only satisfied the need of broadband facilities but also served as a source of income and revenue generation. The exercise is a platform to increase exchequer. As better connectivity leads towards a concrete digital system, therefore selling of more spectrum after a consecutive period of time with investor friendly information memorandum will help Cellular Mobile Operators (CMOs) to provide better data and voice services and will explore more avenues to generate revenue for the stability of the economy.
