App launched to make registration, transfer of vehicles transparent

The excise and taxation department, Islamabad, has started physical inspection of vehicles through a mobile App for registration and transfer purposes, WealthPK reports. The initiative is meant to ensure the presence of the vehicle at the excise office at the time of inspection to eliminate misappropriation.
Excise Director Bialal Azam told media that a relevant official would take a photo of the vehicle’s chassis number and it to the integrated system by using the App to confirm the physical inspection on the other side.

He appealed to people to cooperate with the excise teams by ensuring their vehicles’ presence at the time of inspection. He said that since 2019, inspection and biometric verification has been mandatory for registering a new vehicle or transferring to another owner. The director said that once an applicant visited the office, he was issued a form and fee challan after inspection of documents including biometric receipt. The form would have details of the owner and the car.

After the payment of fee challan at the National Bank of Pakistan (NBP) booth or through City Islamabad App, the applicant was required to submit the documents at the designated window, he said. The relevant official re-examines the documents and issues a registration number amid vehicle examination physically through the App. The rule is applicable to all locally made cars, imported cars and auctioned cars. The designated inspector would validate the vehicle’s information and award it a fitness certificate valid till a certain date.

After reconfirmation of the vehicle’s physical inspection through the excise system, the process is initiated for the printing of card in the National and Database Registration Authority (NADRA). The applicant is issued a smart card on showing the original registration receipt after 10 days of the documents’ submission. The registration of a vehicle involves the registration fee, advance tax, token tax, income tax and professional tax if the vehicle in question is used for commercial purposes.
